The Civic District on Foot

Start here

This is where Singapore keeps the national story, and it is walkable. Two museums in former Supreme Court and City Hall, another on the river, a hill with a spice garden, a Victorian iron market that serves satay after 7pm. The Civic District is the right first morning if you like art and history more than malls. City Hall (EW13/NS25), Bras Basah (CC2), Fort Canning (DT20). Everything is ten minutes from someone else's door.

The Gallery

National Gallery Singapore is daily 10am to 7pm, last admission 6:30pm. City Hall Exit B, four minutes. Weekday mornings are civilised; weekends are school groups. The rooftop is the pause. Passion is Volcanic: Desire in Southeast Asian Art (R18) last day was Sunday 20 September 2026 — City Hall Wing Level 4; after that date this listing is historical (nationalgallery.sg). Art Remembers is the current Level 3 show, 21 August to 18 October 2026, Singtel Special Exhibition Gallery 1 and City Hall Chamber, General Admission, locals free. The UOB Southeast Asia Gallery is closed until late 2027; works from the National Collection are still up elsewhere in the building, Passion is Volcanic ended on 20 September. The rest of the building is open. The Gallery is one afternoon. A second museum is a separate visit.

The museum

The Asian Civilisations Museum sits in the Empress Place Building on the river: daily 10am to 7pm, Friday until 9pm, last gallery entry 30 minutes before close (acm.nhb.gov.sg). Raffles Place (EW14/NS26) Exit H is five minutes. Crosscurrents: Masterpieces of Mughal, Safavid and Ottoman Art from the Musée du Louvre is one hundred Louvre pieces, 19 June 2026 to 24 January 2027, Islamic Art Gallery Level 2 then Design Gallery Level 3, free for Singaporeans and PRs. Sacred Caves: Dunhuang, Buddhism, and the Silk Road opens Friday 25 September 2026 through 7 March 2027 — locals adult S$10 / concession free, tourists adult S$25 / concession S$20, under-6s free (ACM admissions). Permanent galleries for tourists stay adult S$15 / concession S$10. Dunhuang opens Friday 25 September 2026 and runs through 7 March 2027. Shipwreck ceramics and the Tang hoard remain the river floor. Quieter than the Gallery, better for it, eight to ten minutes along the water. The National Museum at 93 Stamford Road is the narrative of the island — daily 10am to 7pm, last tickets 6pm, last gallery 6:30pm. The Singapore History Gallery is slated to reopen 10 October 2026 after a rebuild. Different job from the Gallery; do not treat them as interchangeable.

Fort Canning

Fort Canning Park is the forbidden hill: spice garden, the best picnic lawn between Orchard and the bay, free. The Battlebox underneath is Tuesday to Sunday 10am to 6pm, last entry 5pm, closed Mondays — self-guided, book ahead, 2 Cox Terrace. CHIJMES is the deconsecrated convent, chapel and restaurants, free to walk. The Raffles Long Bar is peanut shells on the floor at a price. Do it once. Fort Canning spice garden: more than 180 varieties; the park is 22 hectares and open 24 hours (The Forbidden Hill).

Dinner

Lau Pa Sat is the dinner. National monument, iron filigree, Satay Street weekdays 7pm to 3am, weekends 3pm to 3am, nine carts (laupasat.sg/sataystreet). Pay per stall; do not invent a stick fare. The indoor market is 24 hours. No ticket, just eat, return the tray. The Singapore River Cruise is 40 minutes from Clarke Quay to the bay; the 7pm sailing is sunset-to-city-lights in one ride. DUCKtours splash down from Suntec if you have kids and a high tolerance for puns.

ATLAS

ATLAS in the Parkview is a three-storey gin cathedral; one martini is a visit, three is a night, dress up. Smoke & Mirrors is the Gallery's own rooftop, sunset booking, the view doing half the work. 1-Altitude is 63 floors and a dress code. LOOF above Odeon Towers is fake-grass and no panic. The Children's Museum at 23-B Coleman Street is the under-12s museum, Tuesday to Sunday, timed slots 9am, 11am, 2pm and 4pm, closed 12:45pm to 2pm for cleaning, closed Mondays (heritage.sg). Hawkerverse on Level 2 is open through Sunday 27 September 2026. Level 2 closes from 28 September. Tourist child S$10 / adult S$15 until then; locals free. From 29 September to 12 November Level 1 is free for everyone, still booked; the whole museum is closed 5–7 October and 13 November; a new exhibition opens 14 November. Adults enter only with a child 12 or under. Civil Defence Heritage Gallery inside the Central Fire Station is free, engines and a lookout, a useful hour with kids who have peaked on portraits.

Walking times

Walking times, because this district is a grid pretending to be a destination. City Hall Exit B to the Gallery: four minutes. Gallery along the water to ACM: eight to ten. ACM across Cavenagh Bridge to the Fullerton / Merlion: five. Stamford Road to the National Museum: five from Bras Basah (CC2) Exit B, ten from City Hall. Fort Canning from Dhoby Ghaut: ten. The Padang is the lawn in the middle of all of this, currently a construction argument on some edges, still the civic green. St Andrew's Cathedral is free, ten minutes, the white spire you have been using as a landmark. The Arts House in the old Parliament is the other colonial room. National Library at 100 Victoria Street is the air-con if two museums have finished you.

Until 10 October 2026 the National Museum's Singapore History Gallery is still shut — NHB's own upgrading notice, reopening that Saturday with Singapore Odyssea as the prelude. Once Upon a Tide downstairs closes 9 October. After the 10th, the History Gallery is the reason to go; until then, treat the building as architecture and a special exhibition, not the national story. Level 2 galleries stay closed into the first quarter of 2027.

Planning limits

MacRitchie is tagged Central in the data and lives mentally next door. It is not a Civic District stroll. Save the treetop walk for a 7am start and a different pair of shoes. From here you can walk to Marina Bay in 15 minutes or Chinatown in 20. The colonial core is a morning. The rest of the city is the point of leaving it.

The Civic District Heritage Trail is the self-guided version: St Andrew's, the Padang, National Gallery, ACM, the Fullerton, NHB plaques doing the talking, 2.5 hours if you actually read them. Elgin Bridge is the 1929 river crossing, cast-iron lamps, the civic seam between North and South Bridge Roads. Walk it at dusk toward Boat Quay. Cavenagh Bridge is the other one, five minutes from ACM to the Fullerton. If you land 10–12 October 2026, the National Museum is free for everyone — 139th anniversary and the Singapore History Gallery reopening that Saturday. NHB is also running Stories of Everyday through 18 October. After 13 October tourist adult is S$18; the counter has been cashless since 14 September. Citizens and PRs stay free on permanents either side of the reopen.

Waterloo Street is the civic morning this piece does not have room for: Kwan Im Thong Hood Cho at 178, 7am to 6:30pm, no midday rest; Sri Krishnan Temple next door at 152; Maghain Aboth at 24 Waterloo by appointment only — enquiry@jwb.org.sg, not a drop-in gallery. Bras Basah (CC2) Exit A. The National Library at 100 Victoria Street is 10am to 9pm, closed public holidays, the air-con if two museums have finished you. Capitol at 13 Stamford Road is the 1930s movie palace; the arcade is free, the film is not. Cathedral of the Good Shepherd is Coleman's Catholic cathedral, quieter than St Andrew's, a ten-minute pause. National Design Centre at 111 Middle Road is typically 9am to 9pm, free more often than not.

If you land 7–12 October 2026, the National Gallery stays open daily 10am to 7pm with no change to hours, but the carpark closes from 9 October 10am and the Padang Atrium facing the Padang is inaccessible 5–11 October — nationalgallery.sg. Use Coleman Street or Parliament Place. The Civilian War Memorial is four pillars between City Hall and the Padang, fifteen quiet minutes, a pair with the Cenotaph. Victoria Theatre is the clock tower by the river; the building is free to look at, the hall is a ticket. STPI at 41 Robertson Quay is Monday to Saturday 10am to 7pm, closed Sundays and public holidays, free exhibitions, Fort Canning (DT20) five minutes. Sri Thendayuthapani at Tank Road is the Chettiar temple on the Fort Canning side, Thaipusam's end, a quiet hall any other month.

Quiet Mornings at the National Museum are 9am on the first Saturday and the first and third Thursday of each month. Last tickets 6pm; last gallery and Singapore Odyssea 6:30pm. The History Gallery reopens 10 October 2026 with seven sections — Fluid Beginnings through Looking Global — and Odyssea as the prelude. Stories of Everyday runs 10–18 October for the 139th anniversary; 10–12 October is free for everyone. After 13 October tourist adult is S$18. Level 2 galleries stay closed into Q1 2027. Until 9 October, Once Upon a Tide downstairs is the last look. The Singapore History Gallery reopens 10 October 2026. Level 2 galleries stay closed into the first quarter of 2027.

The Battlebox is not a guided tour you wander into. Official hours Tuesday to Sunday including public holidays, 10am to 6pm, last entry 5pm, closed Mondays — battlebox.sg, 2 Cox Terrace. Dhoby Ghaut eight minutes; Fort Canning MRT ten. Enhanced experience S$20 adult / S$15 Singaporean or PR, child 5–17 S$15 / S$10; under-4s free, no audio. Basic entry is free with limited slots; book either. Bring a phone and earphones. The park above is 22 hectares, 24 hours, spice garden with more than 180 varieties, 15 heritage trees, wheelchair access only from the Cox Terrace roundabout drop-off (NParks, last updated 27 January 2026). Groups need a Park Use Request. That hill is its own morning. Fort Canning: 22 hectares, 24 hours; Battlebox Tue–Sun 10am–6pm, last entry 5pm (The Forbidden Hill). The Gallery, the History Gallery and Battlebox are three separate visits.

The Raffles Arcade is the one tourist drink that is actually a ritual: Long Bar #02-01, North Bridge Road entrance, Sling S$44++ (Straits Times, 8 August 2026), Sunday to Wednesday 11am to 10:30pm last seating, Thursday to Saturday 11am to 11:30pm (raffles.com/singapore/dining/long-bar/). Walk-ins only. Arcade is free. Raffles' Landing Site is the white statue on the north bank, two minutes from Cavenagh, obligatory once. Waterboat House Garden and Tan Kim Seng Fountain are the civic footnotes between the river and the Padang. If you land 7–13 October 2026, Stamford Road and St Andrew's Road are inside the F1 fence. Use Coleman. The hill still opens. The bunker still unlocks at 10 on a Tuesday.

Satay by the Bay is not this district's dinner, and it cooks its last plate on 30 September 2026. From 1 October, Lau Pa Sat is the satay that remains: Satay Street weekdays 7pm to 3am, weekends 3pm to 3am (laupasat.sg/sataystreet). 3am is close. Pay per stall. Five minutes from the Gallery, return the tray inside the iron market. Satay by the Bay is still serving through 30 September 2026. The river cruise is S$28 adult on rivercruise.com.sg. The 7pm sailing is sunset-to-city-lights. That is allowed once. The colonial core is still a morning.
